Prometheus – Data Management System for USAR Operations
TABLE TOP EXERCISE
2 December 2020
Italy, Tuscany
On 2nd December 2020, at the USAR training camp that simulates earthquake scenarios, within the Fire Dep. of Pisa, some units of the Italian USAR team from Tuscany (Departments of Pisa, Leghorn, Pistoia, Florence) participated at the “Table Top Exercise” of Prometheus. This was aimed at testing and evaluating the alpha version of Prometheus system.
The results of this testing are necessary to improve and complete the system before the exercises to be held in Spain and France in 2021.
The scenario was that of a seismic event to simulate the criticalities actually met in real operations and the system was tested also without network connection and from the wide area assessment (ASR1). The ASR1 was carried out using parameters that have been developed by the still-going BELICE project (beliceproject.eu).
Prometheus was utilized to collect and share data on the hit areas and victims, facilitating the teams’ coordination while deployed. The evaluation unit was present in Pisa and supervised, assessed and de-briefed on the TTX. The evaluation report will be essential to balance the system and improve it before the other two testing moments in 2021 where teams from Spain and France will use Prometheus, too. The actual situation due to the pandemic that heavily hampered presence meetings and field exercise in 2020, did not stopped the will of the Coordinating Beneficiary, CNVVF and the associated beneficiaries ERICAM, EcASC and ICPD to keep on developing Prometheus, as foreseen.
TABLE-TOP EXERCISE TO TEST PROMETHEUS
1 – 2 December 2020, Italy
Some units of the Italian USAR team from Tuscany (Departments of Pisa, Livorno, Pistoia, Florence) will actively participate to test alpha version of Prometheus on 2 December. EXCON and UCC will be based in Pisa Fire Dep. while the other departments will participate at a distance sending and receiving data from Prometheus.
The evaluation unit will be present in Pisa to assess and report on the testing. The TTX has been organised to carry out a first testing by 2020 in order to comply with the project schedule and commitment with the EC.
On 1st December the activities will start with the briefing of the evaluation unit in Florence and on 2nd December the TTX will end up with de-briefings of teams, UCC and evaluation unit in Pisa.
All the participants to the TTX attended distance tutorial on how to use Prometheus on 19th or 20th November and a presentation of the TTX in webinar on 23rd November.
This first testing of Prometheus has been organised in order to comply with anti-COVID 19 procedures, limiting presence meetings and applying social distancing, temperature checks etc.
Field testing or TTX will be held also in Spain and France, as foreseen, in 2021.
